BritCham is honoured to host Alberto Bacchiega, Director of Information, Communication and Media, of the Commission's Competition Directorate General. Director Bacchiega's directorate has presided over the most high profile investigations into tech companies and overseen policy and practice that will shape the digital enforcement environment for decades to come. They encompass complex issues of law and economics including the analysis of multi-sided digital ecosystems, self-preferencing practices and the nature of competition in the digital economy, leading to landmark cases before the EU General Court, including the Google Shopping judgement, which have been instrumental in the Commission's proposal of a new digital enforcement framework, the Digital Markets Act. That legislation, recently agreed by co-legislators, will involve a step change in enforcement, involving a designation and rebuttal framework for determining whether digital companies are entrenched "gatekeepers" or operate in contestable markets, and in regulating the technical environments in which gatekeeper platforms operate, with unbundling, level playing field and access obligations. The law is widely seen as positioning the EU as the leading global tech regulator.
